All these scam ads use WhatsApp, or most of them. WhatsApp is owned by Meta ,same as Instagram . Same rules are applied. You can  easily block all their WhatsApps as its not allowed to use for sex working or catfish. Send several  reports same as for Instagram

You ,probably, met agency escorts. Any independiente escort can go and buy local sim card. Why she must use foreign WhatsApp? It can be easily blocked if someone decides to report you. It happened couple friends of mein ,fortunately both ladies got local sim cards ,so no problem if WhatsApp is blocked. 

Agencies use foreign numbers as they are not in the country and manage their girls from abroad. 

Using a foreign WhatsApp account without a physical SIM card and with a phone number is a clear indication to the police that it's being used for agency organised escort work, not personal use. Smart, middle-aged cops can easily verify whether you're the phone's owner or not.

They were not agency escorts - they were independent and using phone numbers from their home countries. I've developed a good sense for this over the years and am quite sure of this.

You're probably correct about your example and what you say is surely quite common, but still - saying that no one serious uses foreign numbers is not true.

I don't know of a way to get a Norwegian phone number that doesn't require identification.

Yes,that is true.I fixed some phone numbers to three friends that had foregners numbers.I never charged for that.

You can change the name after you register the phone.

The name on the sim card is not evidence enough to get any costumer in trouble.
by law,the police has to have two eye witness to charge you with anything.

I will tell you a big "secret " : cops can check if you have access to your RE profile, if all your bookings of accommodation are done with your credit /debit cards ,same as flight tickets. And ,of course ,if the phone is yours and if it's you  answering the phone.
